BASIC FUNCTION :
The Senior Systems Analyst oversees the project planning and implementation of assigned applications or systems which include system integration, upgrades and optimization efforts.
 
NATURE AND SCOPE:
Interacts with software vendors, equipment manufacturers, Hospital and University staff and the faculty practice plan (FPP).
 
PRINCIPAL ACCOUNTABILITIES:
  • Provides application and system support by analyzing business problems and enhancing or developing application or system solutions through recommendation and implementation
  • Analyzes internal and external customer needs while identifying and determining equipment, software and process/procedural solutions to essential to business units supported.
  • Analyzes, develops, and modifies applications and programs in support of hospital operations for more efficient workflows and processing.
  • Assists with management of vendor relationships and contracts for software, services, equipment and hardware. Maintains accurate and reliable records for HIPAA, historical accounting and budgeting needs.
  • Assists departments in special retrieval of information in report formats needed for optimal data analytics.
  • Assists users with reported system issues that arise within assigned departments and/or applications, reporting, file/table maintenance, testing, training and upgrades are all part of the position.
  • Assists in special project for statistical information for third party vendors, conversions, and system evaluations when necessary.
  • Provides analytical and technical support/assistance to the division’s analysts, computer programmers and documentation specialist.
  • Conducts studies to determine technical and economical feasibility of proposed computer applications.
  • Establishes system parameters and formats, and ensures hardware/software compatibility; analyzes science, engineering, business, and all other data processing problems for application to electronic data processing systems; analyzes user requirements, procedures, and problems to automate or improves existing systems and reviews computer system capabilities, workflow, and scheduling limitations.
  • Analyzes and evaluates vendor-supplied or user-requested enhancements, modifications or corrections.
  • Determines operational and procedural changes which will result in business solutions for assigned applications or systems.
  • Analyzes and evaluates new proprietary and utility software; performs feasibility studies involving analysis of all related software and determines interdependencies and interface specifications; determines additional computer resources such as communication lines and controller terminals, second storage, etc, which will be required.
  • Develops plans and procedures for implementation of enhancements, corrections or modifications of new software and performs or oversees installation of same taking into account such factors as data conversions, hardware installation schedules, availability of vendor technicians and impact upon the user community.
  • Coordinates the effect of changes within assigned applications or systems including but not limited to computer operations, application and system programming and hardware/software vendor resources.
  • Performs trouble-shooting within assigned area of responsibility, identifying and isolating specific problem areas often requiring analysis of hardware functions, job control language, input/output methods, hardware and interface specifications, and the like. Determines source of problem between equipment, systems software and application programs.
  • Provides assistance and guidance in problem resolution and, if systems software is at fault devises and implements corrections to provide methods of circumvention often requiring collaboration with vendor technicians or other necessary resources and provides data file backup and recovery procedures in computer systems failure situations.
  • Technically responsible for assigned area of work. Monitors operations and use of the systems through automated reports and manual logs.
  • Stays current and knowledgeable of the latest technological developments for assigned areas, assists with application evaluations for possible hospital use and makes recommendations accordingly. May represent Howard University Hospital at vendor conferences and user-group meetings which relate to assigned software areas, often presenting the hospital’s case for enhancements or improvements thought to be needed.
  • Assists in preparation and administering of educational materials and end user training as necessary.
  • May serve as member of a team performing assignments on major projects. May lead a group of application programmer/analyst performing software implementations, heretofore, mentioned; setting out work specifications, input/output descriptions test plans, report formats, flow diagrams, installation and conversion strategies, unique considerations, etc., directing and overseeing the work of junior programmers working form these specifications.
  • Monitors work progress, provides assistance as needed, and coordinates and integrates completed work into overall project. Advises the supervisor of work progress, problems, and any developments which may affect targeted completion dates.
  • Assures operational continuity by action in the absence of the Manger, Applications Software Support Services
  • Establishes system parameters and formats, and ensures hardware/software compatibility, analyzes programming, or other system settings, business processing and other related data processing to automate or improve existing systems or capabilities.
  • Promotes adherence to the Health Sciences Compliance Program, the Howard University Code of Ethics and the Health Sciences Standards of Conduct.
  • Attends annual and periodic mandatory Compliance Program training including the Health Insurance Portability and Accountability Act (HIPAA) Privacy training.
  • Participates in activities that promote adherence to federal healthcare program requirements.
  • Actively participates in Health Sciences Compliance Program activities.
  • Adheres to the requirements of the HIPAA Privacy Policies and Procedures.
  • Maintains confidentiality of patients, families, and staff.

  • Ability to supervise and train staff personnel in various technical MIS activities.
  • Competence in both oral and written English.
  • Ability to establish and maintain effective and harmonious work relationships with staff, physicians, Hospital and University officials, and the general public.
MINIMUM REQUIREMENTS:
Bachelor’s Degree in Computer Science, Engineering or Information Systems related area is required.
Master’s Degree in computer science, engineering, or a related field is preferred.
Five (5) years experience in healthcare software responsible for systems analysis, design, programming and project management.
Complete software cycle experience including analysis, design, implementation, testing and deployment.
Client server and multi-tier architecture, with experience in systems design issues including scalability, reliability, performance, redundancy and high availability.
Solid experience with relational database access, oracle/SQL. Development experience using Java, VB, .Net and building mobile reporting solutions.
Microsoft Windows, NT and/or UNIX Operating System, Microsoft Access, Visual Basic, Foxpro, C++, PowerBuilder, Interface Programming, Networking Technologies and a good understanding TCP/IP protocols etc. Siemens, Kronos, Lawson and Philips experience a plus.
 
Must be able to stand, walk, sit, lift, stoop, kneel, crouch, bend, type, file, speak, hear, see, calculate, compare, evaluate, interpret and organize for extended periods of time.
