BASIC FUNCTION:
The purpose of this position is to manage the internal and external operations and affairs of a patient care unit(s) to include employee supervision, program evaluation, design and implementation, and budgetary management. The position also provides in-house administrative supervision for the organization on off-shifts, weekends and holidays.
 
DIMENSIONS:
Reporting to this position are a variable number of employees with the following titles. Nurse Coordinators, Clinical Nurses I, II and III, Licensed Practical Nurses I and II Technicians, Nursing Assistants, Unit Aides, Staffing Office Secretaries and Unit Secretaries.
 
NATURE AND SCOPE:
Interacts internally with all levels of hospital personnel, physicians, patients, and family members in providing medical, clinical, or other patient care services. Interacts externally with healthcare companies, where applicable, for the welfare of the patients.
 
PRINCIPAL ACCOUNTABILITIES:
Assumes responsibility and accountability for the management of a patient care unit(s) on a twenty-four-hour basis.
 
Assumes responsibility for in-house supervision on the off shifts, weekends and holidays when assigned.
 
Directs and supervises nursing staff in the provision of patient care on the assigned unit(s).
 
Directly and indirectly supervises the provision of patient care on the off shifts when assigned.
 
Ensures the implementation of and compliance with patient/customer service standards.
 
Demonstrates a patient/customer focused attitude.
 
Develops, administers and evaluates a Unit Plan for Nursing Care that supports the goals and objectives of the Nursing Division and hospital that includes the following:
standard operating unit procedures;
  • mission, vision, goals, objectives for the unit;
  • standard operating unit procedures;
  • a specific staffing plan for the unit;
  • the required competencies for unit staff; and
  • continuous quality improvement unit activities
Collaborates with physicians and all members of the healthcare team in planning for the delivery of patient care and the achievement of desirable patient care outcomes.
 
Participates in multidisciplinary patient care rounds for the purposes of facilitating, coordinating, planning, assessment of patient progress, and discharge planning.
 
Follows the care and progression of patients on the unit (s) and in particular those who are critical and require complex care on a daily basis.
 
Conducts patient care conferences to discuss, analyze, and resolve patient care problems.
 
Prepares, monitors, and controls the unit (s) operating budget, operates within established budget.
 
Ensures that patient assignments match the competency of the staff members with the needs of the patient.
 
Determines workload and provides adequate levels of staff to ensure safe and effective nursing care.
 
Develops, publishes, monitors staffing schedules, and determines and makes daily adjustments as indicated by patient care needs of the unit.
 
Utilizes concurrent and retrospective patient satisfaction survey to determine patient family satisfaction with care.
 
Implements and maintains methods that meet the needs, wants, and expectations of the patients, staff, and physician.
 
Participates in the development and implementation of the strategic initiatives for the Division of Nursing and serves on nursing and hospital committees as determined by the Director.
 
Provides for unit level orientation training and development of all unit staff to ensure that staff are competent to perform job duties and responsibilities.
 
Maintains unit compliance with JCAHO, DCRA, local and Federal regulatory standards.
 
Recruits and retains competent staff members.
 
Ensures the availability of support services, supplies and equipment to facilitate patient care.
 
Ensures the use of the nursing process (Assessment, Planning, Implementation and Evaluation) in documentation of nursing care delivered to patients on the assigned unit (s).
 
Conducts monthly staff meetings and maintains minutes of proceedings.
 
Conducts ongoing assessment of individual staff performance and completes performance appraisal within the established time frame.
 
Conducts timely interview, recommends for hire, implements a progressive disciplinary process, and recommends terminations as indicated within the established time frame.
 
Promotes adherence to the Health Sciences Compliance Program, the Howard University Code of Ethics and the Health Sciences Standards of Conduct.
 
Attends annual and periodic mandatory Compliance Program training including the Health Insurance Portability and Accountability Act (HIPAA) Privacy training.
 
Participates in activities that promote adherence to federal healthcare program requirements.
 
Actively participates in Health Sciences Compliance Program activities.
 
Adheres to the requirements of the HIPAA Privacy Policies and Procedures.
 
Maintains confidentiality of patients, families, and staff.

MINIMUM REQUIREMENTS:
A Masters Degree in nursing or related field preferred.  In lieu of a Master’s Degree in nursing, ten (10) years hospital clinical practice experience and five (5) years management experience required.
 
Minimum of ten (10) years experience in nursing in labor and delivery, including at least five (5) years in a position of Charge Nurse or comparable leadership position.  Work in an acute care facility within five years of the date of the application required.
 
Current license to practice nursing in the District of Columbia.
 
Must be able to stand, walk, sit, lift, climb, balance, stoop, bend, pull, push, reach, handle, write, type, file, speak, hear, see (depth perception), calculate, compare, edit, evaluate, interpret and organize for extended periods of time.
