Assistant Manager, Core Laboratory Services

BASIC FUNCTION:

Provide daily management and technical direction to Core (Chemistry, Coagulation, Hematology , Urinalysis, Infectious Disease Testing) Laboratory Services. Coordinate all Core Laboratory Services activities for 24 hours per day 7 days per week. Participate in providing pathological services to patients of all ages.
 

DIMENSIONS:

Reporting to this position are: Technical Supervisor II, Chemistry, Medical Technologists, Senior Medical Technologists, Rotating Medical Technologists.
 

NATURE AND SCOPE:

Interact internally with pathologists, physicians, nurses and technologists. Interact externally with various organizations and regulatory agencies.                                        ·
 

PRINCIPAL ACCOUNTABILITIES:

Direct the daily operations of the Core Laboratory Services.
 
Set performance goals for the service and manage resources to meet departmental operating goals and objectives.
 
Develop, evaluate, implement & monitor the Quality Plan for the sections. Review and respond to all occurrence reports. Prepare quality assurance reports as required.
 
Maintain laboratory standards in compliance with accreditation and regulatory requirements. Prepare the laboratory for inspections. Evaluate and monitor the proficiency testing program in assigned areas.
 
Provide recommendations on instrument and method selection; assure appropriate method validation and implementation of new methods.
 
Develop, review, and update policies and technical procedures for the sections.
 
Participate in Human Resources Management activities such as interviewing and hiring, orientation/training, competency assessment, performance appraisal, and disciplinary actions.
 
Monitors and manages expenses; justifies variances; assists in the preparation of annual budget for the Department.
 
Review and prepare staffing plans and schedules to provide the appropriate staffing mix and number of FTEs on all shifts to meet testing demands.
 
Review productivity data to determine volume trends and staffing needs.
 
Develop and monitor the preventive maintenance program for all equipment. Assure staff documentation of preventative and corrective maintenance. Ensure full operation of instrumentation, equipment, and systems in the sections.
 
Provide recommendations on cost containment activities and improved utilization of services. Participate in cost analysis activities of existing and prospective test procedures.
Monitor panic/exception, pending, laboratory turnaround reports and initiate corrective action as required . Develop, evaluate and monitor the laboratory in-service program for the sections.
Implement inventory management and procurement systems to ensure the adequacy of supplies for laboratory operations. Initiate purchase requests for supplies and equipment.
 
Assist in the development and maintenance of the Laboratory Information Systems (LIS) in support of Core Laboratory Services.
 
Serve as role model for customer service expectations of the hospital and department.
 
Promote adherence to the Health Sciences Compliance Progran1, the Howard University Code of Ethics and the Health Sciences Standards of Conduct.
 
Attend annual and periodic mandatory Compliance Program training including the Health Insurance Portability and Accountability Act (HIPAA) Privacy training.
 
Participate in activities that promote adherence to federal healthcare program requirements. Actively participates in Health Sciences Compliance Program activities.

Adhere to the requirements of the HIPAA Privacy Policies and Procedures. Maintain confidentiality of patients, families, and staff.

Act as liaison for the Department on various departmental and Hospital committees as required.
 
Perform other job-related duties as assigned.

Knowledge of the procurement process for equipment, supplies and services.
 
Knowledge of laboratory information systems, Microsoft applications , and computerized instrumentation. Competence in both oral and written English.
Must be able to work flexib le shifts (days, evenings, nights, weekends and holidays), when required.
 
Ability to promote, establish & maintain effective & harmonious work relations with students, faculty, staff, Hospital & University officials, and the general public.
 

MINIMUM REQUIREMENTS:

Bachelor of Science degree in Medical Technology or  comparable  degree  with  certification  as  MT (ASCP), or an equivalent certification .
 
Five (5) years of progressive work experience in an accredited laboratory with at least three (3) years in one of the Core Laboratory specialties
 

Two (2) years or more of supervisory experience.
